This song is by a Russian band called IFK.  
They are really awesome, though they are not widely known here.  
They are the equivalent (lyrically) of Rage Against the Machine, 
only in Russia, where such nonsense is not tolerated.  

The only effects for this song that you need is a kind of weird phaser.  
Just figure something out.  Everything else is pretty chunky distortion.
